The South Carolina Senate Finance Committee advanced its version of the state’s approximately $15.3 billion budget for fiscal year 2026-27 on April 13, outlining significant allocations for tax relief, infrastructure, and education.

The proposed budget includes $309 million to reduce the state income tax rate from 6% to 5.21%, following Governor McMaster’s recent signing of the Income Tax Reform bill (H.4216/Act 110) into law. Other major provisions are $248 million to fund a Homestead Exemption increase as passed by the Senate, and $190 million directed to the Department of Transportation for bridge repairs, including $50 million in recurring funds.

Education is another focus area in the committee’s plan, with $150 million set aside to raise teacher pay and increase minimum starting salaries to $50,500. The budget also allocates $95 million for technical college scholarships aimed at filling critical-needs jobs through SCWINS.

Additional funding targets include $12.5 million for a road buyback program allowing transfer of certain state roads to county control, and $6 million dedicated to statewide water and sewer projects. The Department of Environmental Services is slated to receive $1.5 million for an artificial intelligence pilot program designed to improve efficiency in environmental permitting processes.

A new proviso within the proposal establishes a Transportation Economic Development Fund intended for road improvements or land acquisition linked with recruiting or retaining high-impact economic development projects or expansions.
