A new legislative proposal introduced by Representative Chris Lopez seeks to allow local governments in Pinal County, Arizona, to offer Commercial Property Assessed Clean Energy (C-PACE) financing for commercial and industrial properties. The measure aims to help property owners access private capital for improvements related to energy efficiency, water conservation, resiliency, and infrastructure.
Under the proposed legislation, eligible projects could include upgrades to energy systems, water and wastewater infrastructure, building retrofits, manufacturing facilities, agricultural processing operations, and logistics development. These investments are considered important for supporting the economic growth of Pinal County.
“Pinal County is one of the fastest-growing regions in Arizona, and we need smart, market-driven tools to help our communities keep pace,” said Representative Lopez. “C-PACE unlocks private capital for major commercial and industrial projects without raising taxes or creating new government debt. It’s a win for local governments, job creators, and property owners.”
Unlike public financing programs that rely on taxpayer funding or government debt, C-PACE programs use private investment. Participation is voluntary; property owners repay the funds through a special assessment attached to their property. This approach is intended to provide stability for lenders and developers while shielding taxpayers from risk.
The legislation is anticipated to support several key industries in Pinal County such as advanced manufacturing, logistics, agriculture, energy production, and water infrastructure—areas contributing significantly to the region’s economic expansion.
“As Pinal County continues to attract major employers and advanced manufacturing facilities, we must ensure our communities have the infrastructure to support that growth,” Representative Lopez said. “This legislation gives cities and counties another tool to compete, attract investment, and build for the future.”
If passed into law, Arizona would join more than 40 other states with authorized C-PACE programs designed to encourage private investment in similar projects nationwide.
